On 2 March 2026, Zach Garman, Alvaro Correa and Fernando Terrés signed a note from New York. The note says they launched DolarApp three years earlier, for spending abroad and for payments between countries, and that the company now has more than 2 million customers and is moving into investing, credit and everyday spending. The name on the page is ARQ.
ARQ had not responded to questions for this profile by publication.
A note signed in New York
The note is datelined “New York, March 02, 2026” and signed by the three as co-founders. A help page updated on 1 October 2026 says the 2 March rollout was an update to the existing app, not an acquisition, that “The legal entities and regulatory structure remain the same,” and that licenses and partners are unchanged, in the company’s wording. Older fees, it says, did not move. Prestige has its own price.
Fernando Terrés told La República on 4 March that the old name had become limiting, which is why they moved to ARQ, and that the company was moving into everyday finance, including investing and the Prestige card. Isabella Arteaga Córdoba’s dek says annualised volume already above US$10 billion and more than 2 million users in the region. The photo credit is ARQ. The piece names Sequoia Capital, Founders Fund and Kaszek.
Bloomberg reported on 3 March, citing the company, that ARQ had raised $70 million in a round led by Sequoia Capital and Founders Fund. Gunderson Dettmer, counsel to the company, wrote the same day that it represented ARQ in a financing “led by Sequoia Capital and Founders Fund.” It attributes to Terrés, in that Bloomberg interview, wealth management, high-yield accounts in local currencies and more Prestige credit. La Nación, the same day, by María Josefina Lanzi, reports the US$70 million and lists Sequoia, Founders Fund and Kaszek. Kaszek is in the two newspapers. It is not in counsel’s lead sentence.
On 21 October La República, by Cristian Acosta Argote, printed a second set of company figures through Benjamín Sánchez, operations director of ARQ Colombia. March said annualised volume and more than 2 million users. October says more than three million users and that the company has processed more than US$10 billion. “Ha procesado” is a different claim from annualised volume.
The Mexico listing still converts the peso
Apple’s Mexico listing, ARQ: Finanzas Globales, still names the seller DolarApp Inc. The bundle id is still io.dolarapp.app. A lookup on 27 October 2026 showed version 7.32.0, dated 22 October, a 4.68 average from 4,635 ratings, and a first release on 25 August 2021. The Spanish footer says DA Global Limited provides the virtual-asset services in Mexico, that those assets are not legal tender, and that every incoming payment “se convertirán automáticamente a USDc o EURc,” with outgoing payments as the sale of those assets. Pier 5 S.A. de C.V. issues the international card under a Mastercard contract. The listing says to add funds by SPEI to a CLABE in the app.
Google Play, en_US page the same day: title “ARQ: Global Finance,” developer DolarApp, and DOLARAPP INC. at 251 Little Falls Dr, Wilmington, DE 19808-1674. The header showed 4.2 stars and 27.2K reviews for the com.dolarapp package, with a 1M+ download bucket that counts downloads, not customers.
Banxico’s direct SPEI file, updated 23 September 2026, counts 94 participants and 13 names in the IFPE block. The indirect file, updated 10 September 2026, counts 97 participants and 29 IFPE names, only those who consented to be listed. Neither PDF contains DolarApp, ARQ, Pier 5, DA Global or Garpa, though neither file is the CNBV padrón.
Garpa and matrícula 92
On the Argentina entities page, updated 1 October 2026, virtual-asset intermediation is DolarApp México S.A. de C.V., RFC DME210525LC7, “registered under No. 92 dated 11/20/2024.” The page says the registration is for oversight as an obligated subject before the UIF “and does not imply licensing or supervision by the National Securities Commission over the activities carried out by the VASP.”
Peso accounts sit with Garpa S.A., CUIT 30-71658957-5, though the rebrand FAQ names Manteca as the partner for ARS cash accounts. Garpa “is a Payment Service Provider and is not authorized by the Central Bank of the Argentine Republic to operate as a financial institution.” Funds in payment accounts “do not constitute deposits in a financial institution.” Peso balances “may be invested” in MEGAQM Pesos, run by MEGA QM S.A., in custody at Banco de Servicios y Transacciones S.A., through DMA Broker S.A. (ALyC 236, ACDI 151).
The CNV workbook downloaded on 27 October 2026, listado_Registros_PSAV_27102026095059.xlsx, from the public report, lists matrícula 92 as “DolarApp México S.A. de C.V. - SSE,” fiscal id 30719102758, site https://arqfinance.ar/. The alta cell is Excel serial 45616, which is 20 November 2024. Activities cover fiat exchange, exchange between virtual assets, transfer and custody. The sheet does not define “SSE.” VASP Tracker repeats that row.
A Boletín Oficial notice published 6 August 2025 records a 22 May 2025 meeting that created “DolarApp México S.A. de C.V. Sucursal Argentina” at Suipacha 1111, piso 4°, CABA, “Sin capital asignado.” Printed shareholders are DolarApp Inc. of Delaware and Alvaro Javier Correa Gallardo. Printed parent capital is “$ 10.000 pesos mexicanos,” a notice figure. A later notice, 28 September 2026, prints CUIT 30-71910275-8, the same digits as the CNV id, and this 14 April 2026 line: “ampliando al ofrecimiento habitual y profesional de operaciones con activos virtuales.” August matches W20. LEI 4469000001EGJ7O4XN90 is the Mexican company: tax id DME210525LC7, Darwin 74 in Anzures, formed 25 May 2021, parent not provided. Play’s Wilmington address is the Delaware company.
A credit card from a group whose Gibraltar arm says it does not lend
Colombia’s security page, updated 1 October 2026, says operations run with “una empresa constituida en el país” and that the company reports to the UIAF. It says ARQ “no es un banco ni una fintech tradicional y no recibe depósitos de usuarios,” and, in the company’s words, “Estamos autorizados a operar con activos virtuales.” It does not name the Colombian company or a Superintendencia Financiera license.
In Brazil, the security page says that through Atlas Brasil Instituição de Pagamento Ltda. ARQ “is regulated as a Payment Institution (PI) by the Central Bank of Brazil,” and that it does not accept user deposits. Digital assets sit with other group entities. The Central Bank’s IFData cadastro lists ATLAS BRASIL INSTITUICAO DE PAGAMENTO LTDA under code 27126513. In June 2025, September 2025 and June 2026 the segment field reads “Instituição de Pagamento não sujeita a autorização pelo BCB.”
DA Global Limited is the name on the Mexico footer. The GFSC entry, rendered 27 October, is incorporation 124969, Office 231, Regus, Gibraltar World Trade Centre. The render lists stablecoin OTC, including fiat conversion, and custody of stablecoins. The company’s terms say DA Global does not provide “Lending services,” “does not offer custody and staking,” and “does not receive, hold or transmit fiat money.” They add that the GFSC registration does not cover those fiat services.
The Prestige page, updated 1 October 2026, prices the plan at $199.99 a year in one answer and “$199 / year” in another. Brazil can pay $19.99 a month, and the page offers 120 percent of CDI on reais up to 50,000 BRL. The legal note says the card “is issued by DolarApp Mexico, S.A. de C.V. (RFC DME210525LC7).” The Mexico store names Pier 5 as issuer of the international card. One answer says no late fee, and that an unpaid balance is financed after 20 days. Another says a missed minimum draws a late fee and a bureau report. For Colombia, the due date on that page is 10 days after cutoff.
$2.99 beside “no hidden fees”
The Argentina fee card, updated 26 October 2026, is the Standard plan: a physical global card at $2.99 USDc, a local card at 2,000 ARS, and 5 percent when an international purchase is billed in pesos. The Mexico listing says there are no hidden fees and no annual charge on the Mastercard. The rebrand page says the first physical card is free above $100 in the main balance, or on Premium. Those pages do not print a Premium annual price.
Pages and registers cited were opened on 27 October 2026; user counts and the $70 million are company figures.
Nothing here is investment advice.
